Dear Students,

The Ministry of Education (MOE) encourages universities and colleges in Taiwan to recommend outstanding students to pursue overseas study (excluding Mainland China, Hong Kong, and Macau) or to participate in professional internships at enterprises or institutions abroad (hereafter referred to as “internship institutions”). The purpose is to broaden opportunities for young talents with strong potential to engage in international exchange and collaboration, strengthen the connection between theory and practice, and enhance students’ career development. Through these efforts, the MOE aims to cultivate professional talents with global vision and practical experience.
To achieve these goals, the MOE has established the Guidelines for Subsidies for Students Selected by Domestic Colleges and Universities to Study Abroad or Participate in Overseas Professional Internships, commonly referred to as the “MOE Learning Abroad Program (學海計畫).”

🎓 MOE Learning Abroad Scholarship Information

Scholarships for Study Abroad (Exchanges / Dual Degrees / Internships) offered by the MOE Taiwan

Eligibility

Applicants must:

  • Be a ROC (Taiwan) national with household registration in Taiwan.
  • Have been enrolled for at least one semester in the same academic level at their home university at the time of application
    (For 5-year junior colleges, applicants must be in their 4th or 5th year).
  • Students in domestic or overseas in-service programs are not eligible.

🏫 Types of Subsidies

Based on the purpose of going abroad, the subsidies are divided into four categories:

1. Semester Exchange / Dual Degree Programs

學海飛颺 (Fly High Program)
學海惜珠 (Cherish Pearls Program)

Program Objectives:

  • Fly High Program: To sponsor outstanding students to take courses at overseas universities.
  • Cherish Pearls Program: To assist students with strong academic potential to take courses at overseas universities.

Students must first be accepted as exchange students or dual degree students of Yuan Ze University before they can apply for these MOE scholarships. Required documents are included in the second-phase review of YZU’s exchange program application.

(Update for 2026) The MOE has relaxed the eligibility criteria for the Cherish Pearls Program. We strongly encourage qualified students interested in overseas exchange to contact the program coordinator for inquiries.

🌏 2. Overseas Internship Programs

學海築夢 (Learning Dream)
新南向學海築夢 (New Southbound Learning Dream)

Program Objectives:

  • Learning Dream (Dream Building): To send students to internship institutions outside the New Southbound countries to gain practical international work experience.
  • New Southbound Learning Dream (New Southbound Dream Building): To send students to potential internship institutions in New Southbound countries to deepen cultural understanding and strengthen partnerships.
    (New Southbound countries include: Indonesia, Vietnam, Laos, Brunei, Thailand, Myanmar, the Philippines, Cambodia, Singapore, Malaysia, India, Pakistan, Bangladesh, Nepal, Bhutan, Sri Lanka, New Zealand, and Australia.)

Programs must be hosted by a full-time YZU faculty member. One co-principal investigator (full-time or part-time YZU faculty) may be appointed.
Students cannot apply for internship programs directly through the GAO; candidates are selected by the program’s faculty host.
