MOE Study Abroad Scholarship Program (Xuehai Program): Applications for Overseas Study and Professional Internship Opportunities

The Ministry of Education (MOE) has established the Study Abroad Scholarship Program (Xuehai Program) to encourage outstanding students from Taiwanese universities and colleges to participate in overseas study and professional internship opportunities (excluding Mainland China, Hong Kong, and Macau). The program aims to expand international engagement opportunities, strengthen global collaboration, promote the integration of academic learning and practical experience, and cultivate professionals with international perspectives and hands-on experience.

Eligibility

Applicants must:

  • Hold Republic of China (Taiwan) nationality and have household registration in Taiwan.
  • Have been enrolled at the recommending institution for at least one semester in the same level of study at the time of application.
  • Be a currently enrolled student (students in five-year junior college programs must be in their fourth or fifth year).
  • Not be students enrolled in in-service degree programs in Taiwan or overseas.

Scholarship Categories

1. Semester Exchange / Dual Degree Programs

Xuehai Fly High (學海飛颺) and Xuehai Pearl (學海惜珠)

Program Objectives

  • Xuehai Fly High: Supports outstanding students undertaking credit-bearing studies at overseas universities.
  • Xuehai Pearl: Supports academically promising students with financial need in pursuing credit-bearing studies abroad.

Important Notes

  • Applicants must first obtain admission as an exchange student or dual degree student through Yuan Ze University before applying for this scholarship.
  • Scholarship application materials are included in the second-stage review process of the University's exchange and dual degree programs.
  • Students interested in applying for the 2026 (Academic Year 115) Xuehai Pearl Scholarship are encouraged to complete the pre-registration form and submit the required information by September 18.
  • Under updated MOE regulations, eligibility requirements for Xuehai Pearl have been expanded. Students who are interested in overseas study opportunities and believe they may qualify are welcome to contact the program coordinator for consultation.

2. Overseas Professional Internship Programs

Xuehai Dream Builder (學海築夢) and New Southbound Xuehai Dream Builder (新南向學海築夢)

Program Objectives

  • Xuehai Dream Builder: Supports internships at overseas organizations located outside New Southbound Policy countries.
  • New Southbound Xuehai Dream Builder: Supports internships at organizations in New Southbound Policy countries to strengthen students’ understanding of local cultures and promote international cooperation.

Important Notes

  • Applications must be proposed by a Yuan Ze University faculty member serving as the project principal investigator.
  • Student participants are selected by each project team.
  • Students interested in internship opportunities cannot apply directly through the program office and should follow the selection procedures established by individual project coordinators.
