Enclosed are the Guidelines for the 2027 Academic Year (AY 116) MOE Elite Scholarship Program for Africa, which supports universities in recruiting lecturers and researchers from African universities to pursue master’s or doctoral degrees in Taiwan, with priority given to doctoral applicants.
If you know any candidates who intend to apply for admission for the Fall 2027 semester and meet either of the following criteria:
- Currently employed as a lecturer at a public or private university in an African country; or
- Currently employed as a researcher at a public or private university in an African country, with at least three years of university-based research experience and documented research achievements or specialized publications.
Priority will be given to doctoral applicants and candidates employed by institutions included in the Ministry of Education’s List of African Quality Universities and Priority-Allocation Institutions.
Please submit the recommended candidate’s Certificate of Employment and, if applicable, supporting documents verifying the candidate’s research experience and achievements to Ms. Aegean Pua at the Office of Global Affairs (
Please note that a faculty recommendation does not guarantee receipt of the scholarship. The final number of scholarship recipients and the allocation of awards will be determined by the Ministry of Education.
