In accordance with the implementation of the Ministry of Education’s Subsidy and Grant Expenditure Plan for 2026 (115th Academic Year), all university units and faculty/staff members applying for or executing subsidy/grant projects or other government-funded projects must complete the “Disclosure Form for Public Officials and Related Parties” in advance if any individuals involved fall under circumstances requiring recusal. Please be advised accordingly.

Content:

  1. In accordance with Article 14, Paragraph 2 of the Act on Recusal of Public Officials Due to Conflicts of Interest (Attachment 1) and related regulations, public officials or their related parties must proactively disclose their relationship in the application or bidding documents before engaging in any subsidy or transaction with the agency or organization where the public official serves or which is under their supervision. This requirement ensures the principles of openness, fairness, and transparency.
  2. To comply with the above-mentioned legal requirements and the Ministry of Education’s regulations for administering subsidy and grant programs, the Appendix of this university’s 2026 (Academic Year 115) “MOE Subsidy and Grant Expenditure Plan” now includes the “Disclosure Form for Public Officials and Related Parties,” which is mandatory when processing relevant subsidy or transaction cases.
  3. All university units and faculty/staff members, when applying for, executing, or engaging in matters related to MOE subsidy/grant programs or other government-funded projects (including application, implementation, procurement, outsourcing, and collaboration), must complete the disclosure form in advance whenever the case involves university public officials or their related parties in situations requiring recusal. The disclosure process must be completed before proceeding with any further steps.
  4. For any related applications or cases in which the subsidy/transaction counterpart is a public official or related party, please complete “Disclosure Form for Public Officials and Related Parties” and submit the scanned or PDF copy to the Secretariat Office email: This email address is being protected from spambots. You need JavaScript enabled to view it. by December 19, 2024 (Friday), so that the information may be consolidated and included in the 2026 subsidy and grant expenditure submission.
  5. Relevant legal excerpts and sample forms are attached (Attachment 1: Key Articles of the Act on Recusal of Public Officials Due to Conflicts of Interest; Attachment 2: Sample Disclosure Form. Unit supervisors are requested to inform colleagues and ensure full compliance, in order to uphold legal adherence and integrity in the university’s operations.
