Article 4
The number of students accepted by department (institute, college, degree program) through the direct-admission process shall not exceed 40 percent of the total admission quotas for doctoral students permitted by the Ministry of Education for that academic year. However, this does not apply to cases where the quota for direct enrollment in a doctoral program is utilized within other departments, institutes, or degree programs of the same college.
After the final round of external doctoral recruitment for the current academic year has been completed by each department, institute, college, or degree program, any remaining unfilled quotas may be allocated to the quota for direct admission to the doctoral program. The total quota for direct admission to the doctoral program after such allocation shall be limited to forty percent (40%) of the total doctoral admission quota approved by the Ministry of Education for the university for the current academic year.
Following the allocations described in the preceding two paragraphs, the doctoral student quotas for each department, institute, college, or degree program shall not be filled entirely through direct admission. However, this restriction shall not apply to any of the following circumstances:
1. The approved enrollment quota for the doctoral program in the department, institute, college, or degree program is one person;
2. A talent cultivation program or project approved by the Ministry of Education;
These quotas must be included in the university’s total admission quotas permitted by the Ministry of Education for that academic year. If a student admitted for direct admission into a doctoral program during the current academic year is forced by circumstances to withdraw his application after it has been approved, the admission quota that becomes available may be applied by other graduates during the winter vacation.

Content:
- Requirements for applying Ph. D. degree:
Graduate student at Master degree with outstanding academic performance and research potential, fitting in with the criteria of the department and college.
Must receive recommendations from at least 2 professors of previous or current study school.
- Application period: 2026/06/01 (Mon.)-2026/06/08(Mon.)
- Procedure: Fill in the present application with the letter of recommendation and academic transcript attached, submit and receive approval from the College/Department Affairs Meeting of your intention (meeting minutes required in the attachment), then submit to the Office of Academic Affairs.
- Graduate students shall not file the application during their first semester of study.
- Admission students should enroll in the first semester.
- Undergraduate students in their final year of study whose application for direct admission into a doctoral program has been accepted must obtain their bachelor’s degree before enrolling in the doctoral program; those who fail to do so shall have their admission cancelled.
- The number of students accepted by department (institute, college, degree program) through the direct-admission process shall not exceed 40 percent of the total admission quotas for doctoral students permitted by the Ministry of Education for that academic year.
