說 明：
一、為因應多元捐款管道衍生之系統維運及徵信維護等營運成本，並建立永續之募款支援機制，本校參考各大專校院常規，修訂本辦法部分條文。
- 增訂 5 大免提撥除外豁免項目（第四條第三項）：
- 為保障專款專用效益，下列項目免予提撥行政管理費：
- 經主任委員核定之新建館舍、重大資本門工程及大型硬體建設專案。
- 學術研討會及論壇活動專款。
- 修正募款獎勵金計算基準（第十條第二項）：
- 各單位募款獎勵金之累計金額與計算，改以扣除第四條第二項行政管理費後之淨實收額為基準，避免重複計算。

Details:
- In response to rising operational costs derived from diverse donation channels—including system maintenance and credit acknowledgment—and to establish a sustainable fundraising support mechanism, the University has amended relevant articles of these Regulations in reference to standard practices among domestic universities.
2. Key Amendment Highlights:
Addition of 5 Exempt Categories (Article 4, Paragraph 3):To protect the efficacy of designated-purpose funds, the following items are exempt from the administrative fee deduction:
- Student scholarships, financial aid for underprivileged students, and emergency relief funds.
- New building constructions, major capital engineering projects, and large-scale hardware construction projects approved by the Committee Chairperson.
- Alumni banquets, anniversary dinner tables, and event funds under special approval.
- Special funds for academic conferences and forums. .
- Non-cash physical donations including personal property, real estate, and securities.
Revision of Incentive Calculation Basis (Article 10, Paragraph 2):The cumulative amount and calculation of fundraising incentives for each unit will now be based on the net receipts after deducting the 3% administrative fee specified in Article 4, Paragraph 2, to prevent duplicate calculations.
